  • OR, you sell goods locally where the total consignment value is below ₹50,000 and state laws do not mandate intra-state generation for small parcels.

Action required: Generate the E-Invoice with IRN. No transit document is needed because nothing is being transported over the threshold.

Scenario 3: Only E-Way Bill Required (No E-Invoice)

Conditions:

  • Your aggregate turnover is under ₹5 Crore (exempt from mandatory e-invoicing).
  • You are transporting physical goods exceeding ₹50,000 (inter-state or intra-state).
  • OR, you are moving goods for non-sales purposes (e.g., job work, exhibition, branch transfers under a delivery challan, or customer return of goods).

Action required: Generate the E-Way Bill based on your standard GST invoice or delivery challan. You do not need to register on the IRP or generate an IRN.

Scenario 4: Neither Required

Conditions:

  • B2C retail counter sales to walk-in consumers (even if total invoice is high, B2C is currently exempt from mandatory B2B e-invoicing).
  • Supplying non-taxable or exempt goods (such as fresh fruits, vegetables, curd, unbranded milk) where e-way bill rules provide statutory exemptions.
  • Consignments under ₹50,000 moved locally by businesses under the ₹5 Crore threshold.

Action required: Issue a regular GST invoice, bill of supply, or POS receipt as per normal billing procedures.
